Condoleezza Rice, the first African-American woman to become the U.S. secretary of state, tops the second annual “Forbes Magazine: 100 Most Powerful Women” for the second time. Wangari Maathai, 65, the first woman from Africa to received the Nobel Peace Prize, for starting her Green Belt Movement to reforest Africa, a movement that sprouted from her work on the National Council of Kenya, where she had worked on an effort that not only planted trees but sought to improve the quality of life for women and families and conserve the environment is #68 on the list.

Luisa Diogo, 47, who was appointed prime minister of Mozambique in 1994, is #96.
